The HTTP Error Code 451 is displayed when the user requests an illegal resource, such as a web page censored by a government. The HTTP Error Code 451 comes under Client Error Code. It is literally a legal restricted status of a website or a web-service, according to the constraints put on it by its owner. It also refers to the censorship and legal obstacles in the Internet. In the past when it’s co-author Tim Bray submitted it to International Standards Approval, many of the sites are using 403 as a Forbidden Error Code, instead of this 451. But now, it was approved today by IESG, which provides a separate HTTP code for Forbidden Access of particular Web services.
